? What's that suppose to mean . . ?

It's at the back of a high school; can't decipher the tag to the left; from the tub, I'm guessing it's the paints lab ?
Can't imagine where the cow came from, our animal to be painted and positioned throughout the city was the gecko. Some of them were displayed climbing the walls, but never hanging from the roof.
A mystery . . .
