Fountain?

Went into town for Yoga this morning, and spent some time exploring Walton Park. One corner is all green & traditional by the bowling green, with some lovely perennials & shrubs. Also the sad remains of what must have been a lovely drinking fountain in its day. Now disconnected & much shorter than it would have been in it's heyday.
Across the field by the play park is what I assume is it's modern counterpart (no water here, either!). It's a short steel funnel with perforations in the base, surrounded by robust logs & rocks for sitting.
