Rusted Graffiti

This is outside a large building that I could not figure out why it is still standing very unfinished.  See extra for the building.  It turns out an ex-governors son started building it while his dad was still governor.  He no longer is and people put a stop to it.  There is an ordinance here that only allows a few stories, particularly near the ocean like this one is.  It changes the wind patterns that in turn change the ocean/wave patterns.  This whole area is world famous for its surf so it was a big deal and I'm glad it was stopped.  I have no idea how it will turn out.  Big wealth is trying to infringe...I'm sorry, but they ruin so much.
