Talking on cell phone and smoking cigarette across the street from the WVU campus. On Monday WVU big-wigs instituted a new policy banning use of tobacco on University property. The students, many of whom smoke, will not be happy upon returning to campus this fall, as this smoking ban is accompanied by a hefty tuition hike.
