River workers

Today was eventually warm and sunny. Albi is here for the weekend and our walk took us along the river. Chugging along the water was the now unusual sight of river workers, rather than leisure boaters. I’ve no idea what work they do. This looks like a pontoon of some kind. Any ideas?
