HELP!

I need Blippers help on two fronts.  1) These beautiful, cheery yellow blossoms live in my neighbor's garden and I don't know what they are.  Any experts on garden plants out there in Blipville?   2) It's Flower Friday and I don't know if I have the proper tag for the day.  Please correct me if I have it wrong.
