That's King Ludwig I. von Bayern who reigned from 1825 until 1848. Wikipedia states that his 'rule was strongly affected by his enthusiasm for the arts and women and by his overreaching royal assertiveness...'
He wanted to create an Isar (that's the river that flows through Munich) - Athenes, because he was an ardent admirer of everything Hellenic.
It was his idea that the Ludwigstrasse ('my street
') was built like it was... And he was a strong supporter for the arts and initiated the building of the Old Pinakothek, one of the oldest galleries in the world...
