Old Treasure

About 15 years ago I bought this little shoe and another similar one in an antique store in Tacoma, Washington. I enjoy looking at items from the past no matter what their origin, but seldom do I buy anything. These, however, were irresistible, and only cost $13 for both.
I have no idea where they or their owners may have come from. Any ideas?
They will always remain on a shelf where I can admire them and wonder.
