Weird Bubbly Foam

Went outside to blip the usual flower / insect as you do when we are supposed to be in the middle of summer and must have stepped through a travel portal as it was cold, overcast and windy. The first plant nearest the porch didn't seem normal and on closer inspection I saw the weird foam bubbles as above with a small insect protruding from the top. The foaming bubles appeared all over the plant but I am not sure if they all had an insect sticking out (I am sure that someone is going to know what it is all about!!?)
