Mobile Scaffold

At the end of my block I turned West and came upon the above scene. I'm not sure of the reason for the novel approach to scaffold building and there was no one around to ask. Perhaps it keeps rabbits from climbing to the roof or maybe the people using it need to be able to take it around front to get cats out of trees. Do you have a guess?
