Three boys on an electric bike getting a lift maybe from school. Is he their father? Considering China's one child policy this is highly unlikely.

Electric bikes and mopeds are pretty common in the Middle Kingdom, three to four people on a bike is also pretty common but safety helmets pretty uncommon because they're not going to have an accident.
