Cry me a river

Taking up TG's July song title challenge.

This boat is next to the river but I think there would be many tears if boat and river ever met.

And sorrow, if not tears, for the boarded up building in the background. This used to house social services (or care services?) staff. Can one hope that the services are still being delivered?
