According to Wikipedia, this young gentleman is sculling in a single scull, which is a fancy(and correct) way of saying that he is rowing in a row boat.

The city of Morgantown has worked hard to make its waterfront fun and attractive, and this effort is drawing lots of folks who row, waterski, fish, run, walk, bike, skateboard, etc.

It is a pleasant place to spend a Sunday afternoon. And so I don't sound too much like a p.r. shill for the city elders, let me add that the river remains a welcome hangout for the local drunks and ne'er-do-wells, provided that they are polite and keep a low profile. Diversity is the American way, after all.
