A simple waggon load today . . . waggon with a double G spelling was preferred in the UK until around 1910.
This particular waggon can be up to 20 tons. A tare weight is the unladen weight of the vehicle, and is commonly displayed on the side of railway wagons. Tare weight is an important consideration for railway operators as the  simplest way to calculate the gross weight of a loaded wagon - the cargo weight and the wagon weight together.
Knowing these weights are necessary not only for operational purposes such as planning motive power requirements and route availability etc but also for working out taxes and other financial information relevant to freight operations.
For those who remember Imperial Units . . . 28 pounds (lb) in a quarter, four quarters in a hundredweight (cwt - 112lb), twenty hundredweight in a ton (2240lb).
