Inner urban Villaviciosa, on "Marques of Villaviciosa Street".  Behind the wall are gardens and the visibly decrepit backs of buildings. The fronts of those buildings are well-appointed shops and cafes on a parallel road. "Carteles" means posters, the signs are telling people not to stick posters there.
