Icy Cold Weather

There have been thousands of outages in the Portland area, affecting hundreds of thousands of people. I still have one friend who has been without power since Saturday. More incredible is how many outages PGE has restored. Not as much can be done about trees falling, but why are there still so many electric lines swaying out there in the wind instead of being underground!
