As much as I love Japanese trains and the impressive rail networks, I would be lying if I said they were universally safe. Young ladies, particularly, are frequently the target for gropers, molestors and up-skirt photographers.  Unfortunately, Japan is such a polite society that the victims of these crimes are often too polite or ashamed to speak up when these crimes take place. Often, the groping, or chikan, is a daily occurence for some women who commute daily by train to school or work. Indeed, 70% of Japanese women of all ages claim to have been a victim of chikan.
