Mixed Messages

A couple weeks ago the town bagged all the parking meters to encourage downtown shopping during the Christmas season.  But today they bagged the "free parking" bags with NO PARKING bags.  
    There's a season celebration late this afternoon and the street will be pedestrian only thoroughfare.
