The chap with his back to us, waving his arm, is John Hampden, MP for Wendover, killed in the English Civil War in 1643.

The man he's pointing at is none other than Benjamin Disraeli, Prime Minister, Chancellor, and - most importantly - MP for Buckinghamshire.

I don't know who the guy walking the dog is.
