Aesthetically challenged

I know form follows function and all that, so there have to be good reasons this thing looks the way it does.

But I can't help thinking it looks like it's been designed as a strong contender in the Ugliest Ship Awards 2013.

As if to enhance its grimness, someone's gone and parked it right next to this beauty.
