A big question mark

Next to the official football fields of our village, only open to the football club (and "illegally" used by teenagers when no-one is looking ;)), next to these is a small playing ground. It is all tarmac, and it is frequently used by smaller kids with or without their parents. There used to be two smaller goals, and football was the main sport. Even toddlers, smaller than Caspar, tried to kick a ball.
But this week I noticed, that the goals had been removed and two holes dug, one on each side. Later the holes were filled with concrete, with a square, 50cm deep ground socket.
Will they, the city officials, place basketball hoops there? And where can our smaller ones play, without the danger of motorized traffic?
I am puzzled.
