Tyre Swan
The residents moved the tyre so I’m including an earlier pic as an extra. It seems the tyre is cut in two radially (if that’s a word) and the neck fashioned out of the end of one length. This one has the red bill and white under-feathers painted on.
I wondered about tyre swans in New Zealand. They do exist - and a young couple had learnt the hard way that there’s a steel band down the middle of tyres - but overall I suspect they’re a lost art.
