Highway Maintenance.

However highway maintenance doesn’t appear to extend as far as keeping the pavement clear it seems. This is a council truck and you’d think, hope, they’d be better than this?

Pavement parking is a bit of a bee in my bonnet because it disadvantages so many legitimate users especially when it is as inconsiderate as this.
