Out for a long lunch

I know a two-hour lunch break is the norm in the south of China but when I went to renew my visa at the local police station I couldn't fail to notice the ON DUTY notice. They have the luxury of a two and a half hour lunch break!

They're not exactly rushed of their feet in there and service with a smile is an optional extra.
