Looking for the White Elephants.

It looks like a mass of consumables spread out on the pavement, but there is more to it than that. I know that every morning the owner of this store comes out with a tape measure and checks that all the racks a certain distance away from the shop front. Obviously the local by-laws stipulate that they must only take up a certain width of the pavement. I don't think anybody has yet considered the height of the display as being hazardous!
