My mistake

Sorry, it is my mistake that I thought that you had to be able to see and understand traffic signs to be able to pass your driving test.
Maybe the rules in this city are different from everywhere else.
Could be that elsewhere drivers take the rules of the road as meaning that they apply to everybody and not just to some.
Maybe other places have a police force that take breaking the law seriously and that the wardens may actually be willing and able to, at the very least put a ticket on the windscreen of offenders.
Maybe.
But not here.
