No Pigs on the Riverside

I went to the river to meet a few other teachers today. While I was waiting for them to arrive, I spotted a group of people surrounding what appeared to be a small dog. WHen I approached, I realised it was, in fact, a small clothed pig. In the middle of the group there was a girl talking with a police officer. The discussion didn't look heated, but at the end of it, the girl picked up her pig and left the area near the river.

Apparently, you aren't allowed to walk your pig in that rear.. A local by-law or something.
