Statue

This statue is in Christie Park in Alexandria; we had taken our grandson to the play-park there this morning. It was a drinking-water fountain.
I noticed that there were a couple of ribbons attached to it - green & purple, presumably a Suffragette reference. 
I've not been able to find out much about the statue other than it used to have an urn, presumably balanced on her head with the upraised arm supporting it.
