Fly Tipping in the French countryside

We see a lot of this. Everyone, it seems, has a trailer, and it used to be easy to go to the tip, raise the end of a trailer and everything fell into the containers. But then there were two separate incidents of people tipping themselves in and dying, so the powers that be built rails around all the tipping sites. 
Now one has to manoeuvre into place, and shovel out the contents of one’s trailer, so of course it’s easier to fly tip, and they do.
We saw this on our walk this morning. Mr F had timed it down to the exact minute, as it was quite windy but five minutes after arriving home there was thunder, lightening and a hail storm!
