Fish return

I took a friend for a walk and cafe lunch at Rutland Water today - we had a lovely time and saw our first lambs of the season too. This rather cryptic sign bemused us somewhat. Consulting my brother in law, a fisherman, we think it’s alluding to dead or distressed and injured fish but they are being coy about making it explicit on a public notice.
