Ted in the snow!

Well I went to the community shop this morning and then I was going to go to my friends house with a birthday card. Half way up the hill a walker had fallen and broken his leg. A man in a car had just put him in his car as he called for an ambulance and he was told it would be six hours before they would get to him.
What is going on! did they expect the man to lay in the snow for six hours! He should have been prioritised.
