Where did they come from??

Lovely day today, despite the weather forecast, breeze a bit chilly but sunshine and blue sky! Went for a walk just to soak up the sun while it lasts and while strolling along a Farmers track came across thes lovely houses, in the middle of nowhere! There is a crane there too, and foundations in for some more, we just wonder how (or who) did he they get permissinon to build here?
