Working at Height

Part of my job involves asking people about risk assessments and have they prepared them and so forth.

Just lately, I've been advising on a couple of claims where the claimant has fallen from height (one was out of the back of a Berlingo van...). The definition of working at height is: "A place is 'at height' if a person could be injured falling from it, even if it is at or below ground level."

It is the "at ground level" bit which gets me. You could be injured by falling over if you were standing up - does that count?

Then I saw these guys whilst I was out and about. Now THIS is working at height!!
