Construction season

With dozens, if not hundreds of construction vehicles passing by each off-season day, why bother repaving? This is a heavily travelled route between Gündoğan and Türkbükü on the Bodrum peninsula. We have a small car so travelling these roads is a tad slow and not great for the back
