The leaking pump

On my walk today I passed a light industrial building which had noisy equipment linked to these pipes and some cylinders. I assume it was some sort of extraction process possibly like an air conditioning unit. As I passed i saw this a couple of strange white 'growths' which on closer inspection appear to be an accumulation of frozen drips. As an emergency blip it will suffice , but I wouldn't choose to focus on it too often.
