An interesting front garden wall

Spotted this wall in suburban Auckland.
Is it just a bit of fun with a mixture of many different components from bricks, stones, pipes and artefacts? Or maybe it is a memorial of someone who wanted to watch the world go by for evermore. Perhaps some of the bits have a significant meaning or components. Who knows?
