It's got to be kids mucking about. I spotted it earlier this week on my way to my regular blip spot. A big burned book of the occult that's got soggier and more disintegrated as the week's worn on. And a pile of Chinese newspapers. With a few cans of discarded Tennents to complete that charred tableau.
