Pedestrian 'Pedestrians' Sign

Not sure if this picture illustrates the point but when I saw this I thought it was rather odd, I mean, if the arrow pointing me to walk the other side of the barrier wasn't there, would I have really tried squeezing myself twixt wall and barrier? There's about 10 inches to spare at most.
