Not-so-sunny Florida

Travelled to Florida today. It was overcast and breezy...and humid and warm. I was able to walk on the beach for a little while before it started raining.

I saw these birds in a tree. Not quite sure what they are...I first thought cormorant but I don't think I have ever seen them in a tree. Please help identify...
