Hairy Bark

On my walk today I saw this oak tree with all of its bark curling upward like this in strips. I'm thinking a lightning strike? But didn't see anything similar while googling. This can't be a good thing for a tree, can it?

Poor tree, like having a very bad hair day. But worse. A tree can't live long without its bark.
