A Fence (Or Not)

A low fence around a football field. Don't know why.
When the ball is played just a bit too high, it is over the fence and in the ditch.
It won't protect the grass from birds or rabbits. For them it is just a virtual fence.
Every 10 meters there is a gap in the fence. For easy access to the ditch. To get the ball out of the water.
The public can't watch the game behind the fence. There is the bank of the ditch.
The fence is not strong enough to withstand the forces of football.
Okay, perhaps it stops a player when he makes a sliding.
But form and function don't match. I think.
