Fluffy white dog

We saw this cute dog today in downtown Reykjavik. The sun was shining, so he was outside, fastened to a pole with a long line, since there was no fence around the house. He reminded me a lot of the little white fox whose picture I took on 3 March, I wonder if they are related?!
