Is this?

I found it in an infrequently visited jewellery drawer right at the bottom.  I have no recollection of ever buying it or ever using it, and there are no instructions.  Looks like the discs fit onto the battery powered tube but go around very slowly indeed.

Wild guesses welcome, especially funny ones....
