Unusual shelter

I had a meeting in a nursery today and noticed this in the Community Centre Car Park. I think it's a bike shelter but it has bug hotels, a wildflower roof and other environmentally friendly parts to it. Clever idea. 
Visited youngest and she is back out and about so treated ourselves to a Starbucks.
