Painted rock

I can’t figure out why anyone would want to color a giant rock in strips of red, black, and green. It reminds me of the colors they assign to potential coalitions in German elections (I guess this would be an unholy alliance of the SDP, the AfD, and the Greens), but we are not in Germany and this color combo means nothing to me. Any ideas?
