"The man"decided the brakes on her bike were "unsafe"that she would need to walk home .. The same brakes on the same bike she has been cycling around on for a year !

When I did my cycling proficiency in the 70's you barely needed a bike to pass and if you
had one and it had even one brake you were seen as being overly cautious and a bit posh
