Horse neighbors

I took the dogs for a walk today, and took a different route which went by these horses.  My little chihuahua got scared of the horses, even though there was a good fence, and she got out of her leash.
I had to chase her maybe half a mile.  I don't know how she manages to get out of the harness and leash.  At least I got my exercise.
