Not going anywhere

We had a busy day. The plumber came early to complete the installation of our new outside water connection. We then had a coffee and a bite to eat followed by a shopping trip then off to school to pick up Lincoln. We had a short walk as we were early to school. I noticed a parked car. The tyre was shredded and the rim was badly damaged. There was tyre dust on the side of the car. Surely someone must have noticed when driving.
