Challenge

While it is entirely possible, even probable, that this sign stating the recommended speed for turning a 90 degree corner, is not perceived as a challenge by the young men driving noisy cars very fast on this road. If it is not consciously acknowledged as a challenge by the young men who repeatedly show just how fast they can take this and many other corners, it certainly appears to produce subconscious risk-taking.
