White Island

This is fairly substantial island off St Clair Beach. Dunedin. I saw waves wash totally over it, and spray almost twice it’s height.
However standing in the cold southerly wind and rain with my camera or rather cell phone at the ready these large waves did not happen.
Looked it up. This island is about 15 m high or 49 feet. Do they measure at high or low tide??
